The Bays Precinct Strategic Framework establishes the high-level direction for the staged redevelopment of the broader Bays Precinct, including Wentworth Park, through to Rozelle Rail Yards and the Bays Market District. The Framework has established clear principles and delivery elements to support the vision defined by UrbanGrowth in the Transformation Plan. These elements are focused on the liveability, accessibility and capacity of the precinct to support knowledge jobs in Sydney. 

Dynamic and exciting elements of the public realm are at the heart of the framework to ensure the Bays Precinct becomes a loved part of Sydney. This approach was critical to ensuring the precinct could attract investment, high-quality employers, and talent.

Existing critical maritime uses needed to be incorporated into the master plan, becoming an essential element of a vibrant, active waterfront.

Preparing the Framework required extensive scenario mapping and engagement with several government stakeholders. Our partnership worked closely with UrbanGrowth to define these scenarios and pressure test the Framework elements against multiple futures for the whole Bays Precinct.

Angle Up Over 10 scenarios were tested representing a range of futures for the precinct. This one is called 'Best for the Bays Scenario'.

The delivery of a design excellence solution was ensured through a robust review of the Framework by key stakeholders. The UrbanGrowth Design Review Panel, the UrbanGrowth Board and the NSW Government Architect played a crucial role in this process, ensuring that the Framework met the highest design standards.

David Barnard, as the primary Urban Designer for AECOM, played a pivotal role in the preparation of the Bays Strategic Framework. His expertise and leadership were instrumental in building on UrbanGrowth’s Transformation Plan, the Call for Big Ideas, and the Sydneysiders Forum to shape the Framework.
